Developed as part of the launch of the NOCN Centre of Vocational Excellence MERSC 2.0, WGG’s purpose-built Emergency Response facility. T2ER2 provides the structured capability assessment needed to support the operational environment offered at MERSC 2.0, enabling organisations to measure, develop, and maintain ECC readiness across physical resources, governance processes, and human capital competency.

This structured approach enables operators to understand their current maturity, address gaps, and manage ECC capability independently over time.

The outcome is a repeatable, auditable capability management system that supports compliance, competency, and operational resilience.

1. ESOR — ECC Suitability Operational Readiness Audit Report

  • Evaluates whether the ECC is fundamentally fit for purpose at its most essential level.

2. EOR — ECC Operational Readiness Audit Report

  • Assesses whether systems, governance, and response processes are established and functioning as intended.

3. EAR — ECC Annual Readiness Report

  • Measures long-term sustainment of capability, including staff competency, training cycles, and readiness maintenance.
